No that isn't a typo, this is a weapon created by Peterhick's Upgrade to crafting mod, which allows you to attack 2 legendary mods on weapons, allowing you to make some pretty powerful combinations. In this case we've got the Instigating effect put on twice, which in theory gives me 4X damage to any enemy as long as their health bar is full. Now the lack of one shotting gunners makes me wonder if the instigating effect stacked at all... I'll let you decide.
