After Things that Go Boom, Ambassador Crocker will ask you to solve the conflict NCR citizens are having with The Kings.

Crocker mentions that you can either negotiate with the King or take out his right-hand man Pacer.

If you hate Pacer, there are two main ways to kill him without pissing off the NCR. You either: cause a heart attack by spiking his jet with psycho (requires 60 medicine), or you frame the Van Graffs.

To be able to drug Pacer and cause "accidental death," you first need to hear about his jet addiction. Speak with Rotface by the Freeside East Gate until he mentions Pacer's drug problem, or take medical files from Julies Farkas' filing cabinet in Old Mormon Fort.

With the info on drugs, find Pacer's stash. It's on the third floor of the School of Impersonation by the King's room. The stash looks like a carton of cigarettes under his bed.
With some psych and 60 medicine, spike the stash. At 10PM, Pacer will check his stash. Be near by and witness him dropping dead.

Now for framing:
There are three ways to frame the Van Graffs.
1. To frame the Van Graffs with an energy weapon, you first have to get Pacer isolated from the rest of the Kings. To do this, investigate his drugs once to get prompted to find an incriminating note against the Van Graffs. Visit Crocker and he will let you know that Ralph at Mick and Ralph's is great at forgery. Ralph will make a forgery in Jean-Baptiste's handwriting if you have 50 Speech or are accepted by The Kings.

Plant the note at Pacer's stash. Pacer will go crazy and run off toward the Silver Rush when he checks the stash at 10PM. Outside the Silver Rush, he will be gunned down by the Van Graffs or you will take him out with an energy weapon.

2. More easily, yet more dangerously, you can plant a plasma grenade or mine on Pacer when he is alone in his room. The device will detonate soon after you reverse pickpocket it on to him. Since plasma bombs are super-advance weaponry, The Kings will blame the Van Graffs and Crocker will be happy.

3. If you haven't started Birds of a Feather, you can work for the Van Graffs as a casino guard. During guard duty, Pacer will visit the Silver Rush to mess with the main guard Simon and will speak with you. If you insult him and incite him to attack, Simon will gun him down. Pacer being gunned down by Van Graff security will count as framing the Van Graffs for his murder.

If you rather solved things more honestly:

When you bring up peace with the King, you can use the favor he owes you from having completed G.I Blues peacefully. If you have already used the favor, you will have to report to Crocker who will direct you to Colonel Hsu at McCarran and Colonel Moore at Hoover Dam.

Colonel Moore will just have the Kings killed, so I don't recommend her.

Colonel Hsu will be more diplomatic and will offer more humanitarian services in Freeside if The Kings back down.

With your choice of either Hsu or Moore, visit the King. If you choose Moore, you will inform him of Moore's ultimatum and he will rebel. The NCR troopers will gun him down and wipe out The Kings.

If you choose Hsu, the King will accept the peace offer if you're not rude. The only problem is that Pacer will disagree and then he and a small squad of Kings will be gunned down.

With the King alive (if you didn't involve Moore) and Pacer dead someway-somehow (unless you used the G.I Blues Favor), report to Crocker for commendation.

If the King is dead, he'll be a little upset, but will offer the next part of the NCR main quest line.
