Fallout New Vegas Return to Sender part 2 of 5 Echo and Foxtrot
Return to Sender is travel heavy quest.
To start, speak with Tech Sergeant Reyes at Camp Forlorn Hope.
She will ask you to go to each Ranger station and update their encryption codes. The updates will happen when you inform each station's comm officer that you have the codes. If a comm officer is somehow dead, you can directly interact with a station's ham radio to update the encryption.
General Tip: It's best to take main roads and highways to get close to the Ranger Stations before trying to approach them. It is very dangerous to take direct paths since shortcuts can run you into mountains or packs of Cazadores, Deathclaws, or Fire Geckos.
Delta is the closest station to Forlorn Hope. It's pretty reachable by leaving Camp Forlorn from its northern entrance. Another way to approach is from taking the road east out of Boulder City and then heading south at the T-intersection that could take you to Hoover Dam.
Alpha is north of Boulder City. There are two northern paths away from Boulder City. Stick to the one that is more north-eastern. Don't take the road that leads to 188 Trading Post. You're on the right track to the station when you pass Boulder Beach Campground and some LakeLurks.
Echo is far to the south-east. It is north of Cottonwood Cove, and east of Broc Flower Cave. It is reachable if you travel along the highway west of it, and when you're lined up with the station, just head eastward.
You might want to do the quest Debt Collector and volunteer to go to Broc Flower Cave. With Broc Flower Cave marked on your map, you can go to the Cave and afterward visit the Ranger Station.
Foxtrot can be reached whenever you need to visit Jacobstown in north-west Mojave. While traveling on the highway toward Jacobstown, you should see a white path of sand branching away from the highway. Take the white path and reference your world map to reach Ranger Station Foxtrot.
Bravo is north-east of Bitter Springs. Take the road north-east out of Vegas to get close to the station and Bitter Springs. To reach the station, circle around Bitter Springs; don't try to go through it to reach Bravo.
Visiting Charlie station is optional if you have previously have visited it on the behalf of Ranger Andy in Novac. Charlie is south of Novac and right by the road. When you enter its building for either Return to Sender or Andy, you'll find that the soldiers stationed at it are dead. You do not need to update its radio once your character knows the personnel were murdered.
After every station except Charlie is updated:
Report to Reyes and she admits to being disturbed by recent Ranger reports. She'll have you speak with the chief Ranger at stations Delta, Alpha, and Foxtrot. The Rangers will reveal that they don't know what Reyes is talking about.
Report to Reyes that the reports are wrong and she'll have you confront Chief Hanlon at Camp Golf. Hanlon will only speak you on the House Resort's balcony, and he is only on it during the day (starting at about 8AM).
Hanlon admits that he was falsifying reports in order to scare the NCR troopers into mutiny against NCR military commanders. With the NCR military disturbed, he hopes the NCR Senate will realize that the Mojave expansion campaign is doomed to fail and that they should turn inward and focus on improving the NCR's defenses and infrastructure.
With the knowledge that you know of his deception and that his plan won't succeed before the Second Battle of Hoover Dam, Hanlon offers to atone for his treachery by having NCR Rangers sacrifice themselves for the sake of the troopers at the Second Battle of Hoover Dam.
If you agree to let him handle things his way (the sacrifice of Rangers), there are no bad long-term consequences, and in fact, the Rangers gain prestige in the NCR.
If you decide to turn him, he waits for you to leave his office and then commits suicide. His suicide and confession cause severe damage to the reputation and morale of the Rangers. For the next few decades, the organization suffers as the NCR Senate refuses to give funding and recruitment rates drop.
So even though you may think he's a douche bag, it is best to not turn him in so the NCR will continue to nurture its elite forces.
