Novac is passed during the main quest line of the game.

Notable loot:
Behind the giant dinosaur is the courtyard of the Dino Motel.
In one of the bungalows, you'll meet Ranger Andy and find a D.C Journal on his bed. Feel free to speech check him, but until recently, doing the speech check bugged the companion quest for Raul the Ghoul.

For a star cap, go to the 2nd floor room farthest from the motel lobby. Daisy has a high perception rating so it's tricky stealing the cap.

Another star cap can be found in the main residential area of the town. Look at your local map. Find Jeanie May's house and facing the front door, look for and enter the house behind it. The cap is in the kitchen.

One star cap that I forgot is in a house to the east of a open air shack containing a workbench.

Within the Dino is a gift shop. The back room of the shop contains some ammo and model rockets. Entering the room, look to your right and find the unique gun That Gun.

There are two unmarked quests in the area. The first involves investigating Ranger Station Charlie for Ranger Andy.

When he asks for the favor, head south-west of Novac to find the station if you didn't pass it earlier. Look inside, find two holotapes near the first desk you see, and leave. The station is very booby trapped.

Report to Andy for an unarmed special move and caps.

The McBrides are having trouble with attacks on their brahmin. After asking if you can help, look west of their property for a stealth boyed Nightkin. Kill it, get evidence from its body, and return to Dusty McBride.
