Once the Legion has left Nipton, loot it.

Go to the Mayor's office on the third floor of the Town Hall to find a Big Book of Science next to a terminal. Past the terminal is a locked room that contains a Nuka Cola Victory.

There's a star cap in bedroom of the home south of Nipton general store.
East of the store you'll find a booby trapped house containing a Legionnaire corpse and a note called the Declaration of Vital Essence.

East of the town hall, a home contains a Mr. Gusty. After killing it, search the home for energy weapons.

In west Nipton, there's a home named Nipton hotel containing the corpses of NCR troopers. Loot their armor and dog tags. Keep the dog tags for use in a side quest.

When you're done looting, speak with Boxcars in the general store for the quest Booted.
