The fallout universe definitely has a lot of memorable characters and npcs to interact with but not all of those characters leave you wanting more. In fact some of those characters can get really annoying the more you interact with them in the game. There are characters like princess and sticky hands from little lamplight in fallout 3. Victor and benny from fallout new vegas. And almost the entire sanctuary crew in fallout 4, including mama murphy, marcy long, jun long, and preston garvey. But there are also characters like moira brown who aren't intentially annoying but become irritating because the voice actors voice adds to the unpleasentness. Even characters from fallout 2, like first citizen lynette aka joanne lynette can get extremely annoying after a long playthrough of the game.
