This is my first draft and pretty unoptimized right now. I really just went with the best move on every turn. In addition to minimizing the number of tile flips, for CPU level 4 I could try to end the game with as small a lead as possible to shorten the post-game piece count.
There's not any way I can make massive time savings from here since the amount of time the CPU uses up thinking is so long.
