To poison an enemy you will have a few options. The general method that most people use is the Fantasma Supremo paired with the El Besito Resolver Weapon.
But any weapon with poison rounds will do, especially an LMG and just aim for the body.
Either go to a FND Base or just shoot enemies to raise your Heat level. Once Soldiers are focused on you, use the special move of the Fantasma Supremo to shoot 3 gas canisters at them with L1 + R1 and see if any get turned. Focus on crowded groups. It does not have to be in 1 session.
