This is one of the many custom events included in the latest FF6 hack "Final Fantasy VI: Return of the Dark Sorcerer".

The intro gives a little bit of more background on some elements of the story, including the thoughts of Biggs and Wedge prior to the fated last assignment: to fetch the Esper from Narshe. Biggs and Wedge are given some traits so that they don't seem so generic. The event tries to illustrate a possible scenario in which Cid (here he's called OAK) is at the pinnacle of his research, and could get further results if he gets his hands on the mighty esper from narshe.

In this hack, Kefka is very proficient at manipulating people and summoning undead creatures. You could say he has mastered the arts of necromancy. He demonstrates one of the many abilities that the slave crown grants him by controlling Terra (Aurora in this hack) to give a taste of her power to the imperial soldiers.

Also, a possible background on how Celes (TIfa here) falls to the empire's hands and lands as a prisoner in south figaro is explored. Upon listening to kefka's desires, she decides to leave the empire for good. However, she is caught fleeing the research facility, and kefka stuns her. She is probably locked up and sent to albrook, where her destiny awaits: to be sent to south figaro along with the soldiers during their next planned invasion to be executed there.
