First half of Fork Tower. This is another bane of Perfect Gamers, as you HAVE to get all 99 Shock Whips here in one go, since you CANNOT leave the tower when you enter it. This makes it THE hardest weapon in the game to max out, and worse, it's a rare steal that's on the MAGIC side of the tower, meaning any attempts at Steal will result in a 9999 counterattack.
