how 2 do it:
- selected units must have at least one ground infantry with them
- selected infantry must be closer to the field bureau to trigger the cursor to enter the field bureau
- enter waypoint mode then order the units to move near the field bureau THEN order them into the field bureau itself

note: vehicles cannot be reverse-engineered this way
