At this point, I think the UAC should just give up on trying to exploit Hell and whatnot. It's becoming a lot more of a hassle, and believe me, it was already a hassle before.

Do you remember how all humanity got kidnapped and held prisoner by demons? I didn't forget. I had to save them all.

At least the experiments they were running were meant to shut down portals created by the demons... maybe that should have been the first thing they tried to figure out.
