It has been announced recently that the way summons are being handled in the upcoming Final Fantasy 7 Remake is that they are deliberately limited only to boss encounters and powered enemies that are scripted encounters. This is obviously a mistake and it doesn't represent the original game in any form. This is not an improvement, this is a regression.
