There are a few different things you can do here. You're supposed to know where Dagger is by picking the second option when talking to Blank. Doing so and after visiting Dagger triggers an ATE with him. After watching the Quina pickles ATE, you can head into town and pick Quina up from there, but the lady will demand you pay. If you have 0 gil, Zidane will give the bill to Baku and that will trigger another ATE.
