Here in the Dalmasca Estersand/Broken Sands, you can get this Uhlan weapon, Obelisk to spawn as a treasure drop. Just keep going in and out of this area and looting all the treasure barrels (they're not really chests, so...) until you get it to be contained in one. It'll likely be the same one in the video to contain in.
Oh, and as you can see in the very beginning of the video, a Viking Coat spawns in the treasure barrels here as well.
So if you're in the market for one of those, this area has those too.

NOTE: The weapon I have equipped on Penelo (who's an Uhlan) IS the Obelisk. So in case you're wondering what it looks like, that's it throughout the video since that's my second one now.

Oh, and Obelisk requires the Spears 3 License to use.
