This creature can be hunted in the Southfall Passage of the Tomb of Raithwall, where it has a 20% chance to appear everytime a regular Lich divides, to get the Liches to divide easily, your best bet is to use 1000 Needles which will immediately get them to critical HP.
The Cultsworn Lich has more HP but is otherwise a regular Undead, weak to Holy and to healing spells and items.
