Shiny Mega Charizard and Zorua's illusion form are two separate Pokemon in Pokemon Go.
Shiny Mega Charizard: A rare, fire-breathing Charizard with a different color scheme compared to its normal form. You can't encounter a Mega Charizard in the wild, but you can Mega Evolve a Charizard you've powered up enough.
Zorua Illusion: Zorua, a fox-like Pokemon, has the ability to disguise itself as another Pokemon you've recently encountered. However, upon catching it, it will reveal its true form.
So, while you can't have a Shiny Mega Charizard disguised as a Zorua, you can encounter a shiny Charizard and Mega Evolve it, or encounter a Zorua that disguises itself as another Pokemon.
