Well, only text here, sorry for being lazy to record the actual thing, my emulator is buggy. :(

Before reading on, RNG basically means Random Number Generator, it is a device that Fire Emblem uses for basically most of the mechanics. (Stats for level up, hit/miss, critical, random item, etc.) Basically a random number will be given in any order, then the character's action will be depending on that number, it's actually very luck based. However, we can abuse that LUCK! Let's see how we do it.

In order to "abuse" RNG, we have to make the game make a "choice". Since the game cannot "choose", it will use the RNG to decide for them. Everytime a game make a "choice", a certain amount of RNs will be skipped, depending on the situation. The next value will be used for the next event. "Choice" here can mean whether Lyn is able to deal a critical to the brigand, or whether to dodge a strike from him. Read on for more details.

First, choose a character with 5 or 7 movement range (It is easier to RNG abuse with these numbers, others work too). Try making a square around the character, make sure there are no movement hindering terrains like forests, deserts, etc.

For characters with 5 movement, after you have made a half of the square (shown in the video), if you tried to move again, the arrow path will reset. Usually, the game will CHOOSE the nearest path that you have made. However, if there are 2 or more available paths that contains the same number of steps, like in the video, the game will use the RNG to CHOOSE the path instead. Please refer to the video again, it's "Up, then Left" instead of "Left, then Up" kind of arrow.

"Hey, this doesn't tell me how it works!", some players might add that.

Okay, to explain that question, watch the video again (xD), the first clip shows that the bandit misses Lyn, so the number must be 40 or higher (1~39 to hit). Remember Lyn's "Up, then Left" and "Left, then Up" arrow path? Since there are only 2 ways to move from Lyn's position to the cursor with the SHORTEST distance, so it will be 50/50 chance to get either path. If "Up, then Left" is the RN (random number) used for the hit rate of Lyn (remember, Lyn hits the bandit first.) So skipping 1 RN will make Lyn attacks with the 2nd RN, while the Bandit with the 4th RN.

"Hey, where's the third one?" A frequently asked question.

Well, the third RN is used on Lyn's CRITICAL, not HIT. If the attack misses, the RN will be used on the next attacker instead. It's very confusing, don't really have to bother with the tiny details. Just skip the RNs until you get a satisfying result.

Lastly, RNG works best with savestates. Actually, RNG can also be abused in the GBA. However, without the savestates, you must remember how you move, or how many attacks you have done. It's very troublesome, better use an emulator. =P

In short, try to skip RNs until you manage to get a hit/crit instead of a miss. You can use this for perfect level ups too, but it's way harder though. Note that enemies are also affected by the RNG, meaning that even they didn't manage to hit you before you skip RNs, are able to do a killing blow after you abuse the RNG. So be careful.

Certain players: "Skip 2 low RNs and skip 1 high RNs for better result."

That is actually not 100% true, since it is RNG (RANDOM), how can the player know what will the next RN be? However, every time you reset the game, the RNG remains the same. Like how some players abused RNG in FE8 to get free swiftsoles etc.
