119This is a short video examining frame-by-frame both Akuma and Ryu's normal ground fireballs. The results were pretty much exactly the same, the character even enters blocking animation within a frame of one another, so there's doesn't seem to be any horizontal discrepancy in the hitboxes. The only real difference is what is already known, Ryu's fireball starts up one frame faster, and Akuma recovers from his fireball one frame faster.
