The issue: Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged. (Code 19)
Solution: How To Fix Code 19 “Windows cannot start this hardware device” Error on Windows 10
1. Open Device Manager
2. Find and expand the category DVD/CD-ROM drives. Remove the DVD/CD-ROM device.
3. Open Registry Editor.
4. Go to HKEY_LOCAL_MACHINE - System - CurrentControlSet - Control - Class
5. Find and click the following registry subkey {4D36E965-E325-11CE-BFC1-08002BE10318} key.
6. Delete LowerFilters & UpperFilters from the registry.
