Step 1) Run Steam as Administrator, Restart Your PC
Step 2) Allow the game exe file to your antivirus program or Windows security
Step 3) Delete the game.xml file, create a backup first
Step 4) Delete the Shader_Cache & Updater Folder in Documents folder, create a backup first
Step 5) Delete the game folder in Documents folder, create a backup first (You will lose the game progress)
Step 6) Try dx11 in game.xml file, try -dx11/-dx12 in launch options
Step 7) Launch the game from game installation folder, Run game as an administrator
Step 8) Verify the game files
Step 9) Perform a clean installation of graphics driver:

Step 10) Laptop users with dual graphics card run the game on dedicated graphics card
Step 11) Install the game to C drive/if installed in C drive then try another drive
Step 12) Update Windows to the latest version

Step 14) Unplug External devices , disconnect all the additional USB adapter connected to PC, disconnect additional joystick/controllers connected, disconnect multiple monitors, turn off Razer Synapse (razor lighting effects) and MSI Dragon Center, corsair software, close third-party services such as nahimic services/lightingservice.exe etc. in task manager, disable Overlay, close all the overlay apps (Discord, GeForce Experience, Nvidia shadow play overlay, AMD overlay), close all the overclocking application MSI Afterburner/Rivatuner, perform cleanboot, remove the undervolt
Step 15) Increase the Virtual Memory
View Advanced system settings.
Initial Size: 1.5 x Total Ram
Maximum Size: 3 X Total Ram
Step 16) Launch the game in Windowed mode, lower down resolution and graphics settings
Step 17) Uninstall and reinstall the game to the different drive.
