4Corrections:
1. Every setting that you change ingame that restarts the game will cause the bug
2. Joystick options need to be disabled in the steampipe beta to fix
Basically you just need to go to betas, choose Beta - Steampipe beta and load your save, then save it and remove the beta, load your save again and it should work.
Maybe you don't even need to save the game, i dunno.
