Step 1) Run these commands
dism /online /enable-feature /featurename:netfx3 /all
dism /online /enable-feature /featurename:WCF-HTTP-Activation
dism /online /enable-feature /featurename:WCF-NonHTTP-Activation

This will reinstall the .NET framework
Step 2) Enable the .NET Framework 3.5
Turn Windows features on or off
Step 3) Uninstall recently installed Update
