Step 1) Install HEVC Video Extensions

HEIF Image Extensions: https://www.microsoft.com/en-us/p/heif-image-extensions/9pmmsr1cgpwg?activetab=pivot:overviewtab
Step 2) Update Photos App
Step 3) Repair or reset photos app
Step 4) Uninstall and reinstall photos app
get-appxpackage Microsoft.Windows.Photos | remove-appxpackage

Restart your PC

Get-AppxPackage -allusers Microsoft.Windows.Photos | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register “$($_.InstallLocation)\AppXManifest.xml”}

Step 5) Run DISM And SFC Command
sfc /scannow
dism.exe /Online /Cleanup-image /Restorehealth

Step 6) Update WIndows
