11/30/2020 Updated: 1) Update Xbox Game bar via Microsoft Store. 2) Block then remove all recently installed Windows patches - FYI, this Xbox Game Bar error 0x803F8001 could be a Microsoft/server-related issue and there isn't an official fix at the time of commenting. 2) run Get-AppxPackage Microsoft.XboxGamingOverlay | Remove-AppxPackage command in PowerShell as admin to remove the Xbox Game Bar app - WARNING: you will be UNABLE to install the app again.
