The purpose of this video was to get more attention on the issue and provide the most examples. Many, if not all suffered from behavioral issues, such as not mixing up their attacks, being extremely passive, not doing taunts, and even having navigational issues.

These issues weren't region specific. NTSC-U/C, PAL, and NTSC-J were all affected.
