China has increased investment in Africa from $100 million to over 3 billion in the last decade. Some call this a partnership, others see exploitation and control through debt. Either way the Belt and Road Initiative is challenging the way Europeans and Americans think about investment in Africa. At the same time, African nationalists argue that the old powers continue to extract precious resources through ownership of mines and agriculture, thereby gaining the value and benefit from the continent's wealth.
With the world’s largest free trade area created in Africa in 2018, is pan-Africanism the way to shake off these relationships?

Dr Eka Ikpe is an academic and a senior lecturer in Development Economics in Africa and the Director of the African Leadership Centre at King’s College London. Her research centres around a critical understanding of socio-economic transformation processes within an African context. In addition to her published work, Ikpe has participated in a range of policy projects that encompass the United Nations Economic Commission for Africa, the Economic Community of West African States and UK Ministry of Defence.
Stefan Dercon is Professor of Economic Policy at the Blavatnik School of Government and the Economics Department, and a Fellow of Jesus College. His latest book, Dull Disasters? How Planning Ahead Will Make A Difference was published in 2016, and provides a blueprint for renewed application of science, improved decision making, better preparedness, and pre-arranged finance in the face of natural disasters.
Vince Cable is a former acting leader of the Liberal Democrats and was an MP for over twenty years. He is the author of The Storm and a noted bee-keeper and ballroom dancer.
