It turns out that PS3 Rock Band controllers can be used with the FestivalInstrumentMapper tool on PC and it actually works properly, tilt and all. I'm not a fan of RB guitar controllers, but it's currently the only way I can play Pro Lead/Bass in the game without buying a RB4 Stratocaster or a Riffmaster. That said, first impressions are that this engine is bad. It's really, really bad. The calibration tool helps, as PS3 guitar controllers tend to have more input delay than 360 or Wii ones, but you absolutely MUST make sure that you're holding the fret button down BEFORE you strum, and HOPO chords are a different mess entirely. Constantly keeping this in mind with every single note in a song instead of just pressing the fret at the same time as a strum with a tiny bit of leniency as is with every other 5 Fret game does not make Pro Lead/Bass very fun. Because of this, I'm going to start with easier songs on Lead like this one and try to essentially relearn how to play 5 Fret as I go up in difficulty, but I'd rather just have FortFest play like the other RB/GH games in this regard. Please excuse the easy songs, this is just not a very fun engine to play on right now, and I don't think it's worth buying an expensive new controller for as it currently is as of the time of this upload.
