In this video : Found a solution to play online finally.

Situation on Xbox Live app
Network settings :
* Internet : connected
* Live services : up and running
* Serverconnectivity : connected

Once you try to start a party on Xbox Live app it says : "Unable to connect to the Live servers, maybe the service is down (0x80072EFF)"
Also ingame, you can't connect to friends (online adventure, co-op campaign) or do online freeroam, you'll get something like :

* Unable to connect to the Live Configuration Servers
* Support ID and then a number
* Server ID and then a number
* Qos : Success (0 locations)
* Region : Failed (0x0)

Then check if you have internet explorer installed (if so, go to step 4), if not :

1. Open an elevated PowerShell. (Open Powershell as administrator)

2. Copy and paste the command below into the elevated PowerShell, and press Enter.

Enable-WindowsOptionalFeature –FeatureName "Internet-Explorer-Optional-amd64" -All -Online

3. When prompted to restart the computer to apply, type Y, and press Enter.

If you already have internet explorer installed or after restarting (step 1-3)

4. When you restarted the computer, go to network/internetsettings

5. Go to network center

6. Click on "internetoptions"

7. Click on "advanced"

8. "Reset" the internet explorer settings

Afterwords, the issue should be solved and you can play online with friends, as well as start a party on the Xbox Live app.
