If the formula specified in the Atari technical documentation is used, POKEY has difficulty sampling the input bits fast enough. Turns out that a few extra cycles need to be taken for each bit, and thus the effective baud rate needs to be lowered slightly. With Mathy's formula (used in AtariSIO), I am able to use a POKEY divisor of 0x00, giving an effective baud rate of 124017bps that works on both NTSC and PAL machines.
