Create a New Project File in Game Maker Studio, then exit out of the New Project. Then, open up the New Project file folder, go into the Config file, drag the Default.config file from the New Project Folder, and replace the old corrupted Default.config file, from the Downloaded folder, then Reopen the Downloaded file backup. This should fix issue. This also may work for other Game Maker Files.
