Paint.net is a Windows only, completely free paint package. It's basically MS Paint on steroids, adding greater file support, layers, filters, etc. It's a no nonsense image manipulation program that can be extended via plugins. Easy to learn, capable and free. What's not to like? Well except that single platform thing that is.
