Input lag is OK now with OBS Studio + x264(CPU) with following settings:

TL;DR: dont' use GPU (VAAPI) for recording with radeon, it's shit.

Use your CPU for encoding, those are my settings:

Video:

- Base Resolution: 2560x1440 (monitor resolution)
- Output Resolution: 2560x1440 (so youtube doesn't compress as much)
- Downscale Filter: Area

Output (Recording):

- Type: Standard
- Encoder: x264
- Format: mkv
- Rescale Output: disabled
- Rate Control: CRF
- CRF: 15 (you may need to go higher if your CPU can't handle it)
- Keyframe Interval: 0 (Auto)
- CPU usage Preset: veryfast (got to "fast" if your CPU can handle it; might cause frame skips)
- Profile: none
- Tune: none (got to "zerolatency" if your CPU cannot handle it but it will might cause frame skips)
