I did this with Double Dip, but you can do it without Double Dip, by using Art Attack in Phase 3 instead of Phase 1. I really liked utilizing FP-Regen through the phase changes, though, so that's the intent behind this strat the way it is. (and using Double Dip is the best way to actually get to see that FP used)
Without Double Dip, you use Egg Bombs first in phase 1 (instead of Art Attack and Hammer), then one Bomb Squad bomb goes off at the end of phase 1 (instead of at the start of phase 3), and then Art Attack deals 14+ damage to Cortez in phase 3, finishing with the same single Egg Bomb.
I was aiming for low level and low turns, and took away Rush badges (since most low-turn setups on Cortez with peril are quite trivial)
Also, getting an 11 on first phase with Art Attack is decently challenging, lol. 12 is probably possible (but even harder).
