This great video; Gloomhaven Steam - How to Assign Perks and New Level Up Cards is created together with a bunch other Gloomhaven Guildmaster tutorial videos! Sit down and relax. When you lvl up you get the possibility to get new cards. You can only pick one card per lvl and they can´t become bigger than your characters handsize.
Also when you lvl up you get a perk point - which can modify your attack deck - for example take away a few -1 cards or four +0 cards.
