How to install and play #TheSims 1 in HD Widescreen on Windows 10
1. I can't link to where you can get The Sims Complete Collection as it's not on archive.org, so you have to have an old disk or install the game yourself somehow.

As stated on WSGF.org, this widescreen method requires an unprotected no-cd executable file. The WSGF does not condone piracy in any form. This is the only known method for widescreen at the time of this writing.

2. Download A Hex Editor
(REMEMBER! When you're searching for a hex code to SET WHAT YOU'RE SEARCHING FOR to search for Hex-values, NOT Text-string)

3. You will need to manually change the hex code of the exe file. Here are WSGF instructions:

(There are 2 sets of hex codes for 2 default resolutions, to be sure you can change both sets)
For example, 1920x1080 resolution would convert to:
1920 = 07 80
1080 = 04 38
It's written reversed in the hex editor, so when you find the 2 numbers that set the resolution, you would write '80 07' to mean '1920' and '38 04' for '1080'.
4. Here's a place where you can convert your desired resolution into hex code. (Remember when actually changing the hex codes on the exe file they are reversed)

5. Download Graphical Fix For UI
To make sure the UI looks correct, you will need to find a graphical fix. Unfortunately, I only found a 1080p one.

6. Download Original Maxis Created Houses & Families
(The original neighbourhood was empty for me for some reason)

7. Make sure you run the game as Administrator otherwise you might not be able to save the game, create families, or import houses.
