You can get pcsx2 running 60 fps and full speed under this hardware, when you are using performance mode it takes away cores from the gpu and boosts the cpu performance so if a game is bottleneck on cpu you use performance mode if your bottleneck is gpu you should use the balance mode
Without recording you get way better performance and you can use higher internal resolution
