Gotham by Gaslight is DC's very first Elseworlds' story and it really shows on how it is told more are a story idea or a concept than as a story on it's own. In a way it could seen as the pioneering predecessor who walked so it's followers could run, but I don't see how it's story could not have been extended or improved by adapting it as a thriller cat and mouse hunt instead of doing radical changes for sake of having a twist ending.
