GTA IV: iCEnhancer 2.1 (1.0.7.0) and texture issues!

3Game looks ~good~ with iCEnhancer on 1.0.7.0 but looks better on 1.0.4.0. Due to the TEXTURE loading issue, I downgraded to 1.0.4.0.
I have a lot of modded cars, but I've got a 2gb gpu and 12gb ram soo... memory shouldn't be an issue, especially with the commandline tweaks I've used.
