When I was trying to obtain the TP Taxi in NE form from "Firefighter" Side Mission, I came across a regular NE Taxi in traffic and then converted it to a DP/NE Taxi.

I honestly do not think a DP/TP/NE Taxi can be obtained on PS2 using this Method - https://www.youtube.com/watch?v=ZfDjBadrRFw

You can do this with either the Portland Garage or Staunton Island Garage. Maybe even the Shoreside Vale Garage. You do not need a Firetruck, either. Just load up any Save and open your Garage and run out into traffic, you may be lucky to find a Taxi without a light, thus in NE form. It's quite rare to find this in LCS as well as VCS unlike the NE Vehicles in III and VC which are much easier to get. Same rules like in III and VC apply here to get the NE Vehicle to spawn. Make sure your Garage does NOT have ANY VEHICLES WITH EXTRA'S when you are attempting this or you will NEVER find an NE Taxi.

There is only three possible NE Vehicles in LCS that I know of which are the Taxi, Hoods Rumpo XL, and Yankee. Using this Method with OM0, you can actually get any of these three NE Vehicles a lot easier than finding them in traffic - https://www.youtube.com/watch?v=a_eCfJoZk2E
