This happens during the mission 555 We Tip.

I have used http://youtu.be/NzIDMJnYHaI for invulnerability
and to use airbreak. I have also used used CheatMenuV3
http://youtu.be/1fFTlGtLa00 to spawn buses.

The D.A.'s car is not always the
third to arrive it might also be the second.

If the first/second car see a roadblock they will just keep crashing
into it same goes for that parking spot where they stop the car and park
they will just keep crashing into the vehicle that is standing there.

If the one of the cars
doesn't find a space to stop/isn't
destroyed the other car won't
spawn in this case the second car
that arrives and the D.A's Merit.

If the car stops or gets destroyed
next car will spawn. D.A.'s car will
somehow stay hidden if it can't get spawned.
