You can use the same technique as in previos mission
to hide behind the car and take out the Columbian Cartel.
You can also use other weapons like molotov coctails,flamethrowers,
rocket launcher and grenades to take them out (depends which ones).

You can use the Dodo to fly back at the panlantic construction site.
I tried myself but I'm not such an expert I have minimal skills
with flying the Dodo.

In the last part you can kill all of the Colombians
without taking a single hit use M4(or other long range gun)
molotov coctails or grenades
and flamethrower and you're good to go.
