I am 90% sure it's a bottleneck, probably more of a CPU overhead issue. I actually capped the core clock on my r9 390. I was getting pretty low GPU usages(as low as 0%,1%,2%,3%), mixed with the same CPU loads; CPU spikes of 100%. Same frame-rate too! We need DX12! Best way to fix it is too lower the draw distance to lower drawcall amount.
