In it, you will find this quote:

Will: We like the RNG style, but we also like to offer players several different ways to get rewards. We've given RNG and a way of working at it as well. The odds are much better than before.

The response here made it sound like he was talking about the jade tickets, but in reality he was talking about the chance at a coffer drop. Now, while the coffers are great that they're so common, I am still disappointed that we could not buy the skins out right.
