Note: This achievement did take me a few tries, so be aware!
Start up the mission: NMPD HQ, play it on normal (or Legendary if you're into that) and just go through the first few areas of enemies. Once you exit the first firefight area and enter the second you'll come across a blue building straight ahead. Follow alongside it, hop onto the side railing, then jump off and look to your left. There you will see the vandalized face put into the building.
Unfortunately the achievement did not show until after I exited the mission, so if you don't get notified while doing the task give it a second try then exit the mission. For some reason it never showed up until later. So just be aware!
