What does RESET STUCK HIGH mean?

So, I am testing a Commodore PET 32k 9 inch monitor...and it was doing strange things when the directory of a disk was looked at with the catalog command...and programs were not loading intact...the TYNEMOUTH diagnostics would not RUN properly and now that I have changed 6 of the 16 RAM chips, it is doing more strange things...more and more I am think it is not the RAM, but something else that is messing with something...but I am getting more and more baffled...so, if you have any insights into any of this, please send me a message and we can start a conversation and perhaps all learn together...I will likely carry on with more RAM chip removal and socket installation...I will at least do 2 more...so that the entire upper row is easily removable...and then I shall continue to fret and ponder...thanks so much for your help...have a great day...and do enjoy life while you dwell now and again in the World of Commodore! ...David Bradley
