According to speedrun.com, the time begins the frame Mario appears in the opening cutscene. This is 2.2 seconds after selecting 1 player game. Time ends on the frame that Peach appears outside of Bowser's Clown Car.

Note: I began the stopwatch timer two seconds early, the moment I selected 1 Player game. I accidentally paused the game at the end, which ultimately does not matter because, if anything, I delayed my final time further as the run does not officially end until the frame Peach appears. So if you want to be technical about it, my final time is actually less, but I will gladly accept the penalty and pretty accurate time I determined above.

This was my second attempt during my second live stream session attempting any % completion of this game in 25 minutes or less, a personal goal I created. I am pleasantly surprised and satisfied with the result. I have no intention of speed running this game any further. After all, I'm no speed runner. Hope you enjoy!
