This Elusive Target has got two objectives - one of them to eliminate Philip Giggles, the second one to retrieve a book. The Entertainer has got a little bit randomized path of his routine, he can be in different place when you arrive at the rooftop. Second objective is much more difficult and might demand the change of disguise, tried to use the sinks nearby but did not work :/. The ICA Electrocution Phone is one of the most overpowered (if not the the most by far) unlocks in the game, really cool gadget. Opposite to the ICA Explosive Phone, it eliminates only one enemy without any type of collateral damage and is always an accident. The electrocution on the water puddle however, can zap the bystanders, so keep it in mind when activating it on water sources. Anyway, as you begin you can select on of the two paths - straight to the Entertainer or to acquire the book from the female NPC. When you throw the ICA Electrocution Phone to Giggles, remember to avoid being spotted - otherwise it is ignored, like in case of coins. He will pick up the phone and answer it immediately, electrocuting him in a result, what is a very easy and quick accident. With obtaining the book, take the waiter's disguise and get one of the emetic poisons nearby, then use it on her drink. She will go to the bathroom alone and she has no bodyguards, just knock her out and take the book, heading to the exit.
