This is yet another simple challenge, especially for being so late in the Bandit tree of challenges. For this one, it's easiest to just camp out with your lasso in-hand near the railroad tracks.

Wait for someone to pass by, then lasso them and hogtie them. Then, all you need to do is pick them up and drop them on the tracks.

Do this twice more, and Bandit 9 is complete!
