The EMP/Block strat is responsible for making Hot Pursuit cop runs way more consistent, and this video will show you how to perform it on the four events in the Cop NG Any% speedrun that benefit from it: Spike Out, Weapon of Choice, Takedown Notice and Hard to Handle.
